Disposition Authorities for Individual Classifications for Headquarters Case Files. Part B: Classification 145. Interstate Transportation of Obscene Matter; Broadcasting Obscene Language.

This classification was established in 1953 to cover investigations of cases in which obscene material was carried in interstate transport or into the United States. Such investigations had previously been carried under classification 71, Bills of Lading Act. In the 1970's the FBI began investigating instances of obscene language being broadcast, frequently by means of citizens band radio. Reporting procedures require Field Offices to submit to Headquarters all exhibits seized in obscene matter investigations and thought to be obscene. The FBI Laboratory reviews such material to determine whether its character is indeed obscene. Additionally, the Laboratory maintains special fingerprint files which assist in identifying known obscene matter dealers.

The FBI established this classification when it assumed responsibility for ascertaining the protection capabilities and weaknesses of defense plants. Each plant survey was a separate case file, with the survey, supplemental surveys, and all communications dealing with a plant insofar as plant protection was concerned, filed together.
